German Foreign Minister Heriko Maas headed to Libya on Thursday to persuade Haftar to join the summit. on Sunday.

The minister, speaking at the annual Raisina Dialogue - flagship conference of New Delhi on global issues - added that he saw "no drama" in Haftar's move to leave without signing the document on cease-fire drafted in Moscow during a time of tension in Libya.

Turkey and Russian Federation failed to convince Haftar on Monday to sign a binding truce to halt his nine-month campaign to try to conquer the Libyan capital, Tripoli.

The battle over Tripoli is the latest unrest to wrack Libya since a 2011 NATO-backed uprising killed Muammar Qadhafi.
