In a letter to House Democrats on Monday, House Speaker Nancy Pelosi, D-Calif., said the move now was "to eliminate any doubt as to whether the Trump Administration may withhold documents, prevent witness testimony, disregard duly authorized subpoenas, or continue obstructing the House of Representatives".

Derek Harvey, an aide to Nunes, who is the senior Republican on the House intelligence committee, has given GOP lawmakers the whistleblower's name ahead of witness depositions in the impeachment inquiry, the Daily Beast reported. Jerry Nadler (D-NY), Foreign Affairs Committee chair Eliot Engel (D-NY), and acting Oversight Committee chair Rep. Carolyn Maloney (D-NY), said the resolution would "provide a pathway forward" for the impeachment inquiry.

Debbie Wasserman Schultz (D-FL), a member of the House Committee on Oversight and Reform, told reporters that Republicans were trying to find out the "whistleblower's" identity during Vindman's deposition.

The House is expected to vote on the resolution on Thursday as Democrats aim to nullify complaints from Trump and his Republicans allies that the impeachment process is illegitimate and unfair. Pelosi, meanwhile, suggested that this week's votes are necessary to secure the Trump administration's cooperation. Even then, the White House's rights remain undefined, unclear, and uncertain - because those rules still haven't been written.

Schiff is the leader of the House Democrats' impeachment inquiry.

According to prepared testimony obtained by The Associated Press, Vindman raised concerns over the Trump administration's push to have Ukraine investigate Democrats and Joe Biden. Vindman will be the first current White House official and the first person to listen to Trump's July 25 call with the president of Ukraine to come before Congress.

Republicans pushed back, arguing they were simply asking questions about who Vindman might have spoken with - and that it was not an effort to out the whistleblower.

The rough transcript of the call released by the White House contained missing words and phrases, Col. Vindman told investigators. "Just READ THE CALL TRANSCRIPT AND THE IMPEACHMENT HOAX IS OVER!"

Mr. Trump and his allies launched similar attacks on Bill Taylor, the acting USA ambassador to Ukraine, after he told Congress this month that the president made almost $400 million in aid contingent on Mr. Zelensky's investigating Mr. Biden and interference in the 2016 US election.

Democrats are adamant that testimony from officials and the whistleblower show clear signs of quid pro quo when Trump asked the Ukrainian president to investigate the Bidens.
